As the Village elected, record-keeping officer, the Village Clerk and staff are responsible for the preparation, execution, and archiving of all Village Board documents as prescribed by State Statute and Village Code.

These duties include:
  • Archiving Village Board documents, official proceedings, ordinances, and resolutions
  • Maintaining boards and commissions appointments
  • Administering business registrations
  • Administering liquor licenses 
  • Maintaining Village Board meeting and election materials
  • Providing Notary Public services
  • Publicizing of legal notices
  • Recording official documents
  • Freedom of Information Act Requests (FOIA)
  • Water and sewer services and billing 

Utility Payment Options
The Village of Glen Carbon has several options when making your water/sewer/trash payments.Payments are accepted Monday-Friday (except holidays) from 8:00 a.m. – 4:30 p.m. at the Village Clerk’s Office, 151 N. Main Street. There is a night-drop in the parking lot in front of Village Hall for payments made after hours and on weekends.

The Village can direct debit your account on the due date (or the first business day following if your due date falls on a weekend or holiday) through an ACH payment. This service is free to all residents. This worry-free payment option eliminates late fees. 


The Village accepts credit cards (Visa and MasterCard only) by calling 618-288-1200 or clicking on the Online Payments on the left or clicking on the link above.  Please note that there is a convenience fee of $4.00 per transaction. This fee covers the cost charged by Visa and MasterCard to process the credit card payment, as under Illinois Statutes the Village is not allowed to accept a reduced net amount for payment from those that choose to use credit card payments versus cash or check.
