Census 2010 Job Opportunities
Census 2010 recruiting efforts have resumed and Complete Count Committees may now begin their recruiting efforts. We need more than 3 million applicants nation wide, and expect to hire 1.4 million workers. This means we need thousands of applicants from our region.
Complete Count Committees and Census Liaisons should encourage residents to apply for jobs by calling 1-866-861-2010. Many CCCs have recruiting strategies. Some tactics include: Posting the Census Jobs hotline on water or utility bills, Posting recruiting posters, Posting a link to the Census Jobs website on their own, Newsletter articles, and Press Releases.
Interested residents may call our recruiting hotline to apply for a job: 1-866-861-2010.
They may also call the Edwardsville office directly: 618-307-3730. Census Takers, or Enumerators, will earn $11.50/hour and will be reimbursed for mileage. Pay and job duration will vary with the position. Applicants must be at least 18 years old and pass a background test. Selected applicants will be fingerprinted.

Residents Advisory Board Accepting Applications

The Village of Glen Carbon is now accepting applications to serve as a volunteer member on the Glen Carbon Residents’ Advisory Board (“RAB”). Any interested resident must provide proof of residency and fill out an application at the Village Hall no later than Wednesday March 31, 2010. To be eligible, a person must be at least twenty-one (21) years old and have resided in the Village for at least one year. Any resident selected to serve on the RAB will be appointed at the Village Board meeting on May 11, 2010 and serve two (2) years until April 30, 2012.
For purposes of the RAB, Glen Carbon has been divided into five (5) geographically equal areas based primarily on population. The RAB map will be available for inspection during normal business hours in the Village Clerk’s office. The Village Board will appoint one voting member from each of the five (5) geographic areas of Glen Carbon. If only one resident from any given area volunteers to serve on the board, that person will be appointed the member from that area. If more than one resident applies from a certain area, then the member from that area will be objectively selected by pulling one name out of a hat during a date established by the Village Clerk in April.
The RAB was created in January 2006 and reviews issues assigned to it by the Village Board and Mayor, and other issues that the RAB deems appropriate for consideration. The RAB schedules forums on topics of interest to the residents and businesses of Glen Carbon and makes advisory recommendations to the Village Board and Mayor on issues that impact the Village residents and businesses. Recently, for example, the RAB completed a parks and recreation survey. A RESOLUTION ESTABLISHING THE RULES AND
REGULATIONS FOR REQUESTS OF INFORMATION
PURSUANT TO THE FREEDOM OF INFORMATION ACT
WHEREAS, the Village of Glen Carbon (“Village”), Madison County, Illinois is a duly created, organized and validly existing municipality of the State of Illinois under the 1970 Illinois Constitution and the laws of the State of Illinois, including particularly the Illinois Municipal Code, and all laws amendatory thereof and supplementary thereto; and
WHEREAS, Public Act 96-0542, which became effective on January 1, 2010, amends the Open Meetings Act (5 ILCS 120/1 et seq.), the Freedom of Information Act (as amended, the “FOIA”’ 5 ILCS 140/1 et seq.) and the Attorney General Act (15 ILCS 140/0.01 et seq.) to make changes concerning the codification of the Public Access Counselor and changes to the FOIA; and
WHEREAS, Public Act 96-0542 requires that the Village appoint one or more Freedom of Information Officers to administer the FOIA and ensure the Village’s Compliance with FOIA; and
WHEREAS, the Village of Glen Carbon, Madison County, Illinois (the “Village”) is a “public body” as defined by the FOIA; and
WHEREAS, Sections 3 and 6 of the FOIA provides that the Village may promulgate rules and regulations in conformity with such Sections pertaining to the availability of records and procedures to be followed, including, but not limited to, (i) the time and places where requested records will be available, (ii) the persons from whom such requested records may be obtained, and (iii) the establishment of fees reasonably calculated to reimburse the Village its actual cost of reproducing and certifying public records and for the use, by any person, of the equipment of the Village to copy records, subject to being in accordance with the FOIA; and
WHEREAS, the Village desires to adopt such rules and regulations in order to establish the procedures for responding to requests for information pursuant to the FOIA and to further educate members of the community concerning the FOIA.
NOW THEREFORE BE IT RESOLVED, by the Mayor and Board of Trustees of the Village of Glen Carbon, as follows:
Section 1. That the preceding recitations in the upper part of this Resolution are realleged, restated and adopted as paragraph one (“1”) of this Resolution.
Section 2. That the Freedom of Information Act Rules and Regulations (“Rules and Regulations”) that are attached hereto and incorporated herein as Exhibit “A” be and the same are hereby authorized, approved and adopted under and pursuant to the FOIA.
Section 3. That the Rules and Regulations shall be effective immediately upon passage of this Resolution.

NEW DATES ANNOUNCED FOR 2010 GLEN CARBON HOMECOMING
The 2010 Glen Carbon Homecoming will now take place on Friday June 18 and Saturday June 19, 2010. Recently, the Glen Carbon Community Events Committee voted to change the date from June 11-12, 2010 as was previously announced. The earlier date had been publicized in the Glen Carbon Communicator which is the newsletter mailed to every Glen Carbon resident, and on the Village website and Facebook page. The Committee hopes that everyone will mark their calendars with the new date.
The Community Events Committee had previously voted in July to schedule the 2010 Homecoming festival for the second week of June to avoid Father's Day weekend. For the past four years, volunteers on the Committee had avoided Route 66 by scheduling the Glen Carbon Homecoming activities during the third weekend of June. The Committee moved the event because they thought there would be no conflict this summer. The Committee members believed that the weekend dates were open since Route 66 did not take place in June 2009. Also, the Edwardsville/Glen Carbon Chamber of Commerce, which previously operated the Route 66 festival, had initially moved the event to the Fall. Later, the City and the Village discovered that the City event in the fall was not going to be Route 66 but the community wide Fall Festival. With the assumption that the second weekend in June had no conflicts with Route 66, the members opted to move up the event with the hope that more people would be able to attend.
The Committee started work on the 2010 Homecoming in July, 2009. The members learned for the first time in late August that the City of Edwardsville was planning to bring back and run the Route 66 festival during the second week of June 2010 instead of the Chamber. The City asked the Village to move the date. Fortunately, the Committee was able to secure a carnival ride vendor and make the change before any banners/signs were made with the incorrect date. With the adjustment, vendors likewise will now not have to choose between the Glen Carbon Homecoming or the Route 66 Festival if it were on the same weekend.
According to Committee Chairperson Mary Ann Smith, the Committee members voted "to move the 2010 Homecoming back to Father's Day weekend as a show of goodwill between Glen Carbon, Edwardsville and the Chamber."

Fire Hydrant Flushing
The Glen Carbon Utility Department will resume the Village wide Fire Hydrant Flushing Program on Monday, April 5, 2010 thru Friday, April 10, 2010.

Spring Yard Waste Collection
The Village of Glen Carbon will hold Spring Yard Waste Collections on Saturday, April 3, 2010 and Saturday, April 24, 2010 between the hours of 8:00 am to 3:00 pm at the Glen Carbon Public Works Facility located behind the Village Hall at 153 North Main Street.
During these dates and times, Village residents may drop off Yard Waste items which include grass clippings, leafs, sticks and twigs up to 4” in diameter. (ONLY PAPER BIODEGRADABLE BAGS WILL BE ACCEPTED).
This service will not be provided to Commercial Lawn Care Service companies.
Upon proof of Village residency, residents will be directed to the site by Public Works employees.
A quarterly Curb Side Yard Waste Subscription Service is available to Village residents by contacting Allied Waste at 656-6883.

Diabetes Testing Every 4th Thursday
Diabetes and blood pressure screenings are now available every 4th Thursday of the month from 9:30 a.m. to 11:00 a.m. at the Glen Carbon Senior/Community Center, 157 N. Main Street. This program is sponsored by the Glen Carbon Senior/Community Center and the Maryville Manor. Please attend this as it is important for you. Screenings are free.
